While scrolling down a page and encountering a Bokeh plot, the scroll gets accidentally hooked onto the plot zoom, instead of continually scrolling
Feature description
I'd like to create a hover_wheel_zoom tool, where users have to hover over the plot for a couple seconds before the scroll registers as a zoom.
Potential alternatives
Maybe depending on scroll rate--if users are scrolling really fast, assume that they're scrolling to find info instead of zooming on a plot, so don't register that as a zoom.
