Archive the 0.11.x changelog (#20777)
The root changelog still contains every release from the 0.11 series,
making it unnecessarily large after uv 0.12. Move those release notes
into `changelogs/0.11.x.md` in chronological order, preserving their
contents verbatim and replacing them with an archive link in
`CHANGELOG.md`.
