DeckPicker closes the expanded add menu on recreation #22241

Problem

When DeckPicker is recreated while the expanded add menu is open, the menu state is not restored correctly.

DeckPicker saves whether the menu is open, but recreation only restores the flag. The add actions are hidden again when the options menu is created.

How to check

1. Open the Deck Picker.
2. Expand the add menu.
3. Force Deck Picker to recreate.
4. Check whether the add actions are still visible.
5. Press Back and check that it closes the restored menu.

Use forced activity recreation for this check. Normal rotation may not recreate Deck Picker with its current configChanges setting.

Expected result

The expanded add menu, its visible actions, and its Back-button behavior are restored after recreation. A closed menu should remain closed.

Actual result

The expanded add menu closes and its add actions disappear after recreation.
