Add GitHub Actions workflow to run tests
Current Pillow only supports non-EOL Python versions, so stick to those for now. I tried running `python setup.py build_sphinx` also, but for some reason Sphinx isn't registering itself with setuptools. Update Python bump checklist accordingly. Switch to updating Git master first because we should test against the new Python release before shipping a wheel for it.
