Filter failures by whether they have a resolution and don't include resolution failures in Failed count #987

Description

@eddy-seager

What problem should this solve?

Resolutions looks like a useful new feature for managing known failures but it is hard to answer the question:

Which failures still need attention.

When triaging test results I would like to filter only the failures which do not have a resolution.

What would you like to happen?

  1. Add a 'no resolution' filter option to resolutions. This is the 'needs triaging' failure view.
  2. Do not include failures with resolutions in the number of failures as shown by the 'Failed' filter as this is misleading.
  3. It might actually be better to have a separate category altogether for resolved failures e.g. have Failed, Broken, Passed, Skipped and Known Issue/Resolved.

Alternatives considered

Currently you can use categories to workaround this by assigning resolved issues to a different category than non-resolved failures.
