Implement backend TLS encryption in Kolla Ansible for remaining SCS supported services #715

As a SCS operator, I want to be able to enable usage of TLS for backend communication of SCS supported services CloudKitty, Gnocchi, Manila and Masakari so that all SCS supported services have their backend communication with loadbalancers encrypted.
