Gym Details are not always being updated. #2333

Like the title says, Gym Details are not always being updated, at some point i feel this wasn't the case and something had changed around the time of the front end rework if that helps narrow it down at all.

Issue is Pokemon CP decayed values.

Frequently the decayed cp RM reports is much higher( not updated for a while) than what the actual CP is ingame despite " Last scanned: Seconds ago "

Expected Behavior

Gyms are being scanned constantly, CP decay should be updated always.

Current Behavior

Possible Solution

look into what changed, why, and look for a possible solution ;-)

Steps to Reproduce (for bugs)

Run RM with gym info.
examine a newly taken gym for 3-4 hours.
compare ingame CP to RM reported CP.
