Problem Description
TODO.md contains an incomplete task for implementing the empty state of the Goals widget using the reusable <EmptyState /> component. Although most of the work appears to be completed, the final verification step remains unchecked.
This creates ambiguity for contributors and makes it unclear whether the feature has been fully implemented and validated.
Why This Matters
