docs(phase-8): add P8-contribution-goal-and-definition.md (trio doc 1 of 3)
Restores the P5/P6 trio doc pattern that Phase 7 broke. First of three
planning docs (goal-and-definition, implementation-guide, ROADMAP) for
Phase 8.
Scope captured:
- Workstream 1: 7 accepted findings from senior dev review #2 (017, 018,
019, 021, 022, 023, 024) with coordinated pair (018+024) noted
- Workstream 2: 2 server-interop bug fixes from CS-Go integration testing
(#166 Part 2 @link fallback, #167 pagination-contract docs)
- Workstream 3: completed triage outputs (#168/#169 wontfix closures,
#170/#171 deferred filings, references.md catalog updates, Explorer
follow-ups #47/#48)
Delivery: same two-repo workflow Phase 7 introduced — squashed commit
appended to OS4CSAPI/ogc-client clean-pr to update upstream PR #136.
Explicit scope fence: deferred findings 020/025/026, issues #110/#170/#171,
upstream-authored security findings 001/002/005/006, and consumer-side
