Document: Ecosystem Architecture Memo
Status: Canonical Strategy
Audience: Enterprise Architects, Infrastructure Leaders, Strategic Partners
As autonomous AI agents begin executing operational workflows, a natural question arises: Why shouldn't existing infrastructure and DevOps platforms (Terraform, Kubernetes, Harness) simply build this functionality themselves?
The answer lies in platform neutrality and architectural scope.
Existing platforms are deeply optimized for execution, state management, or observability within their respective domains. None of them are positioned—or incentivized—to become a cross-platform, vendor-neutral governance and verification standard.
We don't want to replace the infrastructure ecosystem. We want to make autonomous actions across it governable.
SovereignStack operates as an orthogonal governance plane that sits between agentic controllers and diverse execution targets. It leverages existing tools rather than competing with them:
| Platform | Core Strength | SovereignStack Relationship |
|---|---|---|
| Terraform / OpenTofu | Infrastructure as Code & state provisioning | Govern Terraform actions: Evaluates agent-generated plans pre-apply, binds plans to cryptographic authorizations, and produces verifiable change evidence. |
| Harness | CI/CD pipelines and deployment automation | Govern deployment actions: Enforces pipeline gates for agentic deployments, requiring signed capability tokens before release stages trigger. |
| Kubernetes | Container and workload orchestration | Govern workload operations: Intercepts agent-initiated pod scaling, config updates, and rollbacks, enforcing blast-radius limits before the API server acts. |
| HPE Morpheus | Multi-cloud hybrid infrastructure orchestration | First reference adapter: Provides the primary reference environment to validate end-to-end governed provisioning across cloud and bare metal. |
| OPA / Cedar | Fine-grained policy evaluation engines | Pluggable policy engines: SovereignStack delegates deterministic authorization evaluations to OPA Rego or Cedar engines without reinventing policy DSLs. |
| OpenTelemetry (OTel) | Distributed metrics, traces, and operational telemetry | Evidence ingest & correlation: OTel traces provide operational telemetry that SovereignStack cryptographically anchors into post-action evidence envelopes. |
| SIEM / SOC Systems | Security information and event management | Evidence consumer: SovereignStack streams tamper-evident, Merkle-hashed audit envelopes directly into enterprise SIEMs (Splunk, Sentinel, Datadog). |
By separating governance from execution, SovereignStack preserves existing enterprise investments in infrastructure platforms while introducing a unified trust boundary for autonomous operations:

"One governance protocol. Multiple execution environments. Independently verifiable actions."
- Safety for High-Value Workloads: Infrastructure vendors want customers to adopt autonomous workflows without fear of catastrophic agent missteps. SovereignStack provides the pre-flight safety guarantee.
- Universal Audit Proof: Customers in regulated industries (financial services, healthcare, public sector) cannot grant AI direct access to infrastructure without continuous, cryptographically bound evidence.
- Zero Lock-in: By adopting the open OASA specification, enterprise customers avoid vendor lock-in to proprietary agent orchestration layers.
