Do not rely on baseUrl and instead import files via relative pathing
baseUrl in tsconfig only affects ts files, and the dist is built js files. This means when looking, webpack doesn't know where 'config' is. It needs '../config' See angular/angular-cli#8036 (comment) for the explaination
