Problem description
Whenever we change the settings in FC, and close the changes dialog, FC asks whether to restart now or later.
If we choose to restart FC, FC ignores that option, and does not close the current instance.
Instead, it starts a new instance.
As a result, every time we change some setting, a new instance of FC is added.

Steps to reproduce
- Use CTRL+, or ALP+P for Ribbon UI.
- Change any settings.
- Close the dialog by clicking on OK
- FC asks whether to restart now or later. Select NOW.
- FC fails to close the running instance. It launches a new instance.
Expected behavior
FC should automatically close the running instance, and then launch a new instance.
If there is any unsaved files, it should allow thee user to save them first.
