This notice lives here rather than at the top of LICENSE because GitHub and

most SBOM/SCA tooling identify a licence by matching the file's text against a

known template. A single prepended line defeated that match, so the repository

reported "Other" / NOASSERTION instead of GPL-3.0 -- see RELICENSING.md.
