UBUNTU: [Config] updateconfigs after rebase to 7.3.0-9.9
The parent disabled NOVA_CORE with a note (LP: #2150845, "[Config]
Disable NOVA_CORE"), so updateconfigs moves our existing override into
the noted section and copies that note. The value does not change: it
stays '-' on amd64 and arm64, because NOVA_CORE depends on RUST, which
is n here.

The parent moved its clang/LLVM build-dependencies from 21 to 22 in
247494d7b69b ("UBUNTU: [Packaging] Build-depend on clang/LLVM 22 to
match rustc"), but linux-azure builds from its own control stub, so it
still pulled in clang-21 and llvm-21-dev.
Move both to 22, which stonking ships at 22.1.6, to match the parent.
llvm-22-dev keeps the llvm-N-dev pattern that 2-binary-arch.mk uses to
work out LLVM_VERSION for perf.
