Bug Description

Volume backup tests in cinder-tempest-plugin-cbak-s3 are consistently failing.
These failures are caused by initialization failure of s3 backup driver, due to missing boto3 library.

The library was made optional recently but current devstack lacks the step to install it.

    The dependencies for backup drivers are now optional and should be
    installed explicitly.
