Bug Description

The Neutron grenade upgrade script is not restarting the OVN Metadata agent nor the OVN agent.

Log:
* OVN Metadata agent: [1]. Started at Jul 17 13:16:10.299259, never restarted.
* Grenade jobs, the Neutron upgrade is done around 2025-07-17 13:39:49.897 [2]

Maybe (most probably) there is no need to change anything in the grenade code.

I'm not so sure about that, Ironic has had a failure we've been fighting which is the lack of the neturon-rpc-server being being restarted while other code is getting restarted in the entire sequence. I think the overall issue is that neutron gets left in a half-upgraded state, and it still works with a grenade run. In the mean time, I'm going to see if I can resolve the issue with ironic's grenade by just explicitly restarting the neutron-rpc-server which will resolve our issue (because networking-baremetal is being restarted in the grand scheme of things and can't leverage the report state rpc call.
