Tempest install failing on ubuntu-focal/py3.8 on xena/yoga/zed/2023.1

Bug Description

Since https://review.opendev.org/c/openstack/requirements/+/925201 tempest install fails on xena,yoga,zed/stable2023.1 jobs which runs on ubuntu-focal.

This is happening as tempest get's installed from source and uses master upper-constraints, master constraints no longer have pins for py3.8 since the patch so fails as:-

stable/2023.1 should be running on Jammy

I see the neutron job on stable/2023.1 which is running on Jammy are passing https://review.opendev.org/c/openstack/neutron/+/933392.

But we have at least one focal job running on stable/2023.1 which is failing here.

This is a little complex problem as we need to use the Tempest master to pass the Jammy jobs and the old Tempest for the focal job.

Either we need to fix only focal jobs by pinning the Tempest 41.0.0 which will be more work. But seeing stable/2023.1 going to unmaintained status soon, let's pin all together, hope that will work.

Pinning Tempest on stable/2023.1 need to end the support of stable/2023.1 on Tempest master.

    Stable/2023.1 and Unmaintained xena/yoga/zed runs ubuntu-focal
    jobs and since with [1] py3.8 pins are dropped from master
    upper-constraints, so these branches can no longer use master
    constraints with envs running with python3.8.
    With this patch pinning tempest to the last compatible tag
    for py3.8 i.e 41.0.0[2]

    [Xena Only] unmaintained/xena constraints not compatible with
    tempest-35.0.0(xena-last) due to [3] so pinning to an older
    compatible tag i.e 33.0.0.

    non-voting and removed from gate until this fixed in
    ironic.
